A dwarf form of Sea Holly which gets just a foot high and is a dome of steel blue flowers in the latter half of summer.  Try to resist fertilizing this or over-watering it as too much love and attention will turn it into an apathetic, dissolute poor performer.  Give it some tough love in a full-on sunny spot in a poor, well drained drier soil and it will be a star.  We have all of that here in Port Townsend plus herds of deer in town so the fact that this is deer proof makes this potentially a local celebrity.
